During the second lockdown, not only the public life, but also the social life is again significantly restricted. We are bringing some important questions and answers that deal mainly on regulations about walking, playing and driving.
Question: Can I go jogging or walk with someone?
Answer: It depends on two things: with whom and why you want to go jogging. If you meet up to go jogging with a close relative (parents, children, siblings) or a close person (with whom you have physical contact several times a week), this is certainly allowed. It is important to keep a distance of at least one meter to people from outside the household in public spaces. There are different opinions as to whether one may also meet (for example, for jogging or walking) with people who do not fall into the two categories, for example with acquaintances. This is not allowed according to the Ministry of Health. According to the ministry, one may only meet people from the same household, one’s life partner, a close relative or an important reference person. But some lawyers see it differently, under certain conditions.
Question: Why are there reservations about meeting friends, there is little risk outside?
Answer: The situation in intensive care medicine is very serious. In the coming weeks, the basic aim is to reduce physical social contacts as much as possible. On the one hand, the risk of infection outdoors is reduced many times over, and by far the most. On the other hand, however, there are fears that people will forget, perhaps even unintentionally, when meeting rules. “We are only human, and when people come together, they want to come together,” said Federal Chancellor Sebastian Kurz (ÖVP) recently in the ORF Citizens’ Forum on this topic.
Question: Can I accompany my child to a playmate and parent?
Answer: According to the Ministry of Health, it is generally only allowed to visit another household as a single person. However, the ministry says: “If these are two close relatives, who usually have contact several times a week, then they are allowed to meet with their two supervised children. Constitutional expert Heinz Mayer reads the decree in such a way that in general an entire household is allowed to visit another household – provided they are close relatives or important caregivers. Assuming that this should be okay, as long as no large round of games is organized and these children also otherwise “play with each other regularly”. This refers to a corresponding passage in the regulation, according to which there is an exception for the “supervision of minor children”.
Question: May a mother or father visit the grandparents together with a child?
Answer: Grandparents may supervise their underage grandchildren, according to the Ministry of Health. But: “However, this only if there is a need for supervision. Such a supervision necessity is not given in any case, if the parents of the children are also present. Parents can therefore bring the children to their grandparents, but may not stay there. In any case, there is an appeal to “massively restrict” contact with risk groups and to observe protective measures in any case: Keep your distance, ventilate frequently, wash your hands, wear a mask.
Question: How many people may share a car?
Answer: People who do not live in the same household may share a car under certain conditions. However, only two people may sit in each row. This also applies to cabs. A mask must also be worn. But beware: the risk of infection increases in smaller indoor spaces. If available, a high-quality mask is recommended.
